Environmental Assessment Update (EA Update)

The EA/EAW has been prepared and distributed in accordance with the State of Minnesota Rules and was presented at the public hearing on November 2, 2006.  At the conclusion of the public comment period, Anoka County prepared a “Negative Declaration” for the state environmental requirements and requested a “Finding of No Significant Impacts” (FONSI) from the Federal Highway Administration (FHWA).

Notices of the State decision and availability of the listed documents was published in the Minnesota Environmental Quality Board (MEQB) Monitor. Anoka County also distributed the Negative Declaration, including the Findings of Fact and Conclusions, to the Environmental Assessment Worksheet (EAW) distribution list.

In mid-June, FHWA approved the FONSI for the CSAH 14 project. The Notice of Federal decision and EA Update were distributed to the EAW distribution list on July 20, 2007.

I-35E/CSAH 14 Interchange Concept Alternatives Evaluation Memorandum

Anoka County, in cooperation with Washington County, Lino Lakes and Hugo, is planning the reconstruction of CSAH 14 from I-35W to the east county line. Due to its impact on the proposed reconstruction of CSAH 14 and the issue of local access in the vicinity of the interchange, an alternatives evaluation of the future I-35E/CSAH 14 interchange design has been conducted. The purpose of this memorandum is to document the concept level review of the interchange alternatives in order to narrow down the possible alternatives.  This study is the first step in evaluating solutions for the interchange.  More work is needed before a final "foot print" for the interchange will be determined.  The additional study is planned to start later in the fall of 2005.

Alternatives Analysis Report

The Alternative Analysis Report was presented to the Centerville and Lino Lakes City Councils and the Anoka County Board in July 2004. The councils and board adopted resolutions supporting the project and the need to continue further study of the CR 14 reconstruction project, additional regional access and northerly bypass. The Alternatives Analysis Report is available for download form this Web site.

Newsletters

In advance of each of the public information meetings held, a mailer was sent out to approximately 1,700 property owners, businesses and other interested parties within the Lino Lakes, Centerville and Columbus Township Area. The mailers are also available for download from this Web site.
