Rice Creek Chain of Lakes - Wargo Nature Center Lino Lakes, Minnesota

Meeting Summary and Summary of Public Comments

The second Public Information Meeting, as part of Phase II of the Anoka CSAH 14 (I-35W to I-35E) Study, was held on December 9, 2004 from 5:00 p.m. to 7:00 p.m. at the Rice Creek Chain of Lakes - Wargo Nature Center in Lino Lakes.  The purpose of the meeting was to present the design layouts for public review and comment.  Representatives from Anoka County and SRF Consulting Group, Inc. were available to answer questions and make note of public comments and concerns.  A comment form was also provided at the meeting for the public to submit written questions or comments.

Those attending the Public Information Meeting included area residents, business owners, local government officials, agency officials, and other interested parties.  Seventy nine people placed their names on the sign-in sheet for the meeting, although it is estimated that total attendance was at least 100.

As part of the effort to inform area residents, business owners, and other interested parties of the December Public Information Meeting, over 1,700 postcards were mailed out two weeks prior to the meeting.  The postcard briefly described the status of the project and the intent of the Public Information Meeting as well as the day, time and location of the meeting.  A Frequently Asked Questions document created by Anoka County was available at the meeting.  This document provides answers to the common questions the County has received to date.

Summary of Written and Verbal Comments

The design layouts and a traffic circulation map were displayed at the Public Information Meeting and reviewed intently by those in attendance.  County staff members and SRF project team members received many comments and questions from meeting attendees.  Similar to the first meeting for Phase II of the County Road 14 Study, questions were asked about right of way acquisition; changes to access; traffic control at intersections and speed limits; drainage plans; and trail accommodation.  New topics that were raised by the public through questions and comments included the following:
