April 22, 2004 Public Information Meeting Summary

The summaries of past public meetings, and other pages in this Web site, contain links to figures and exhibits previously presented for public review and/or comment. Some of these figures/exhibits have evolved and changed as the study has progressed. Please note that the figures/exhibits provided in the Alternatives Analysis Report represent the most recent version of information for the CR 14 Study. The summaries of past public meetings still contain links to the original figures/exhibits as a reference.

On April 22, 2004, the second of three public information meetings on Phase One of the Anoka CSAH 14 (I-35W to I-35E) Study was held. The meeting was from 5:00 to 7:30 p.m. at the Chomonix Golf Course in Lino Lakes. An open house format was used and several presentation boards displayed information about:

Highway Improvement Alternatives (1, 1A, 2, 3, 4, 5, 5A): Maps with proposed improvements to CSAH 14 and other area roadways as well as projected traffic counts for the Year 2030.
Environmental Analysis Maps (A & B): Two maps that identify potential impacts to natural resources and historic/cultural resources in the area.
Future (2030) Traffic Volume Analysis: A list of the key benefits and drawbacks for each proposed alternative.
Project Segment Characteristics (Map and Descriptive Criteria): A map that divides current CSAH 14 into segments and establishes criteria to help determine the optimal design for reconstruction.
Evaluation Matrix (framework for evaluating alternatives): A matrix that lists traffic/transportation, social, environmental and other issues to address when comparing the alternatives.

Anoka County and SRF Consulting Group staff members were at the meeting to answer questions and listen to comments from the attendees. 47 people signed in at the meeting, and attendance was estimated at 65. The meeting attendees included:

Area residents
Business owners
Local government officials
Agency officials
Other interested parties

Based on the mailing addresses of the attendees who signed in at the meeting, several communities were represented:

22 from Centerville
11 from Lino Lakes
9 from Hugo
5 from other communities

As part of the effort to inform area residents, business owners and other interested parties, more than 1,700 newsletters were mailed out a week prior to the meeting. The newsletter presented information about the study and the date, time and location of the public information meeting. A comment form was also included so that people could send comments to the Anoka County Highway Department. At the meeting, a handout was used to explain the purpose of the meeting and identify the next steps in the study process and additional copies of the comment form were provided. As of May 1, 2004, 13 comment forms and letters have been received.

Summary of Comments

At the meeting, the attendees reviewed the presentation boards intently and asked County and SRF staff members many questions. In addition, many of the attendees commented on the proposed alternatives. Several ideas were repeated by the people attending the meeting and on the comment forms:

Strong support was expressed for Alternative #4. This alternative would include reconstructing the current alignment of CSAH 14 and constructing a northern bypass with new interchanges at I-35W and I-35E in the future.
One person expressed support for Alternative #5. This alternative would include reconstructing the current alignment of CSAH 14 and the current interchange of I-35W and I-35E to permit north and south connections to both highways.
Numerous comments expressed support for constructing a 10-foot wide pedestrian/bicycle trail along the current alignment of CSAH 14.
Several individuals expressed their preference to limit the width of the current CSAH 14 to two or three lanes whenever possible.

Next Steps

Residents, business owners and others at the public information meeting were informed that the next steps of the CSAH 14 Study include:

Evaluating the regional access scenarios to determine likely future contexts for CSAH 14 planning.
Evaluating the impact of those scenarios on CSAH 14 reconstruction options.
Continuing to work with the communities and environmental agencies to understand concerns, constraints and opportunities.
Determining CSAH 14 design concepts (for example, the number of lanes, roadway width and rail/sidewalk facilities) based on transportation and community needs and environmental constraints.
Evaluating design concepts and recommending a concept for the CSAH 14 reconstruction.
