Meeting Summary And Summary of Public Comments

The third Public Information Meeting, as part of Phase II of the Anoka CSAH 14 (I-35W to I-35E) Study, was held on April 7, 2005 from 5:00 p.m. to 7:00 p.m. at the Anoka County Chomonix Golf Course in Lino Lakes. The purpose of the meeting was to present the design layouts for public review and comment and to afford the public an opportunity to ask questions about the cultural resources work being completed in coordination with the proposed project.

Representatives from Anoka County, SRF Consulting Group, Inc., Mn/DOT’s Cultural Resources Unit, the Anoka County Historical Society and the 106 Group, Inc. were available to answer questions and make note of public comments and concerns. A comment form was also provided at the meeting for the public to submit written questions or comments.

Those attending the Public Information Meeting included area residents, business owners, local government officials, agency officials, and other interested parties. Forty-six people placed their names on the sign-in sheet for the meeting.

As part of the effort to inform area residents, business owners, and other interested parties of the April Public Information Meeting, over 1,700 postcards were mailed out two weeks prior to the meeting. The postcard briefly described the intent of the Public Information Meeting as well as the day, time and location of the meeting.

Summary of Written and Verbal Comments

The design layouts, photo renderings of the corridor, typical sections and a traffic circulation map were displayed at the Public Information Meeting and reviewed intently by those in attendance.

Representatives from the Minnesota Department of Transportation - Cultural Resources Unit (Mn/DOT-CRU), the Anoka County Historical Society and consultant staff from the 106 Group, Inc. were available to answer questions about the cultural resources work being completed for the project. Mn/DOT-CRU had copies of the Phase I and II Architectural History Survey, completed in March 2005, available for the attendees. Included in the survey package was a letter from the Minnesota State Historic Preservation Office (SHPO) documenting the agency’s concurrence with Mn/DOT-CRU’s determination of “no eligible properties.”

Attendees continued to inquire about right of way acquisition; changes to access; traffic control at intersections and speed limits; and drainage plans similar to past public meetings. Topics emphasized at public meeting and in the comment cards received included the following:
