This Web site has been developed by SRF Consulting Group, Inc. on behalf of Anoka County to provide the public information for the Main Street (County State Aid Highway 14) Reconstruction Project. Information on this site will continue to be updated throughout the project’s construction process.

Main Street (CSAH 14) will be temporarily closed from Mound Trail to Peltier Lake Drive for removal of lake culverts and construction of watermain and sanitary sewer utilities. Access to Mound Trail will be maintained from the north along Main Street. Limited access will be allowed to residents along the corridor and at Peltier Lake Drive. Main Street from Woodland Drive to the park entrance for Rice Creek Chain of Lakes Park Reserve (Park Access Road E), will be closed for construction of the roadway and bridge. Main Street from Interstate 35E to the park entrance to Rice Creek Chain of Lakes Park Reserve (Park Access Road E) will remain open to traffic with traffic control provisions. The intersections at CSAH 54 (20th Avenue), CSAH 21 (Centerville Road) and the improvements to CSAH 54 (20th Avenue) will also not require full closure.
The project will be substantially complete.

The EA/EAW has been prepared and distributed in accordance with the State of Minnesota Rules and was presented at the public hearing on November 2, 2006. At the conclusion of the public comment period, Anoka County prepared a “Negative Declaration” for the state environmental requirements and requested a “Finding of No Significant Impacts” (FONSI) from the Federal Highway Administration (FHWA).
Notices of the State decision and availability of the listed documents was published in the Minnesota Environmental Quality Board (MEQB) Monitor. Anoka County also distributed the Negative Declaration, including the Findings of Fact and Conclusions, to the Environmental Assessment Worksheet (EAW) distribution list.
In mid-June, FHWA approved the FONSI for the CSAH 14 project. The Notice of Federal decision and FONSI were distributed to the EAW distribution list, on July 20, 2007.

The goals of this project are to identify a preferred alignment and cross-section for the reconstruction of County Road 14 between I-35W and I-35E, further develop the design and secure environmental approvals. The challenge of the project will be to define a level of improvements that work within the given constraints, meet future transportation needs and achieve community consent.
County Road 14 provides an important east-west connection between Lino Lakes, Centerville and other area communities, as well as providing access to I-35E. County Road 14 runs east-west for 22 miles from Trunk Highway (TH) 10 on the west to TH 61 on the east. The eastern end of the County Road 14 corridor between I-35W and I-35E is the current subject for consideration of proposed improvements. It is currently an undivided two-lane roadway with gravel shoulders in the rural areas, and a two-lane street through downtown Centerville. Over 6,000 vehicles per day travel on County Road 14 near I-35W. Near I-35E and downtown Centerville, County Road 14 carries 12,000 vehicles per day.
The importance of County Road 14 as a regional connection will only grow as the dramatic growth in the area continues. The population of the surrounding communities doubled between 1990 and 2000, and will double again before 2030. Recent residential and commercial development along County Road 14 and County Road 54 has occurred more quickly than anticipated and points to the explosive growth that is anticipated in this area in the next 30 years. However, geographical and environmental constraints, as well as limitations to interstate access may limit opportunities to address accompanying traffic needs.
As a result, Anoka County sought federal funds for improvements to this corridor in cooperation with the surrounding communities. The application was successful and $6.5 million in federal funds have been allocated for an improvement project in 2007. This funding provides Anoka County the opportunity to address these issues, but also creates the challenge of meeting federal design and environmental criteria within a limited timeframe. In addition, this project is an opportunity to address Centerville's renewed interest in revitalizing its downtown, better meeting pedestrian and bicycle needs, as well as enhancing urban design.
