When will County Road 14 be reconstructed? 

Reconstruction of County Road 14 began in September 2007 with substantial completion by Fall 2008 and full completion by Summer 2009.  This schedule is dependent on securing all the funding required to complete the project as well as completing the acquisition of all the necessary right of way.

When will improvements to the I-35E interchange and the I-35W overpass be completed? 

Currently, there is no schedule for improvements to the interchange or the I-35W overpass. Federal funding has been secured for improvements to the interchange at I-35W for 2009-2010. These future potential projects were carefully considered in developing the design concept for County Road 14 to ensure that the reconstructed roadway could independently meet the study area's transportation needs. 

When will landowners be contacted regarding right of way acquisition?

The County has initiated the right of way acquisition process by contacting and meeting with the landowners. Landowners may contact Mike Kelly, Anoka County Highway Department, Right of Way Specialist at 763-323-5521 with questions. 

Will trees, shrubbery and fences be replaced following construction? 

The County will review impacts to trees, shrubbery and fencing outside of the existing roadway area (right of way) on a case-by-case basis with the landowners to determine an appropriate course of action.  While compensation may be provided for these impacts, for purposes of safety, the County will not allow trees, shrubbery or fences to remain within the right of way.  

Will the reconstruction project include trails and sidewalk? 

A trail will be constructed on the west and south side of County Road 14 from I-35W through downtown Centerville.  In addition, the existing sidewalk in downtown Centerville will be reconstructed on the north side of County Road 14. 

As part of the proposed improvements to County Road 14, the fishing pier on Peltier Lake is proposed to be relocated closer to the Peltier Lake boat launch.  A new canoe landing and access are also proposed to be added in this area as well as upgraded parking lot.  These improvements are dependent on receiving additional funding.  A proposed underpass will allow trail users to travel between the trail on the west side of the road and the new amenities on the east side of the road

Where will access be changed and how will it be changed? 

The numerous existing access points along County Road 14 create potentially hazardous conditions for turning vehicles.  In order to improve safety and traffic operations on County Road 14, the following access changes must occur. 

*For all cases where access will be changed to right in/right out access (where left turns will no longer be possible), travelers will need to proceed to the closest intersection to complete a legal u-turn.  

How will the County decide where to use traffic signals and stop signs? 

Side street stop control (all streets approaching County Road 14) will be used for all intersections, unless it is determined that a traffic signal is needed at a particular intersection.  The County has already identified the potential need for a signal at 20th Avenue.  The County will confirm the need for this signal by reviewing several factors including vehicle delays at the intersection during peak travel times. The County will make a determination on the need for a traffic signal at this location during the summer of 2006.

May the posted speed limits be changed as part of the proposed project?

The County is not proposing any change to the existing speed limits on County Road 14 as part of the proposed project.  Speed limits are not determined by the County even on county roadways. After the project is complete, if the County were to receive a request from the City of Centerville or Lino Lakes, the County could request a speed study from the Commissioner of Transportation, who has ultimate authority in setting speed limits. Speed studies can result in a new higher or lower speed limit or maintain the existing speed limit.
